Rarka is a NPC and not a starter. They count for Multiplayer and NPC-Accompanied EXP bonuses where applicable, but slots to them will not be given out. This may change in the future if slots to them are in high demand (either for gene reasons or just requested by the community) or if something happens in their personal story that would put them on the same level (importance and/or power-wise) of many of the other starters.
